Russia Calls for Iran to Join Gulf Security System

Russian Foreign Minister Sergey Lavrov has called for Iran to be included in a proposed regional security framework for the Gulf, saying the move could help strengthen stability in the region.

Speaking at the Moscow State Institute of International Relations, Lavrov said Russia had proposed more than two decades ago that Gulf countries, including Iran and the Arab monarchies, work toward a common regional security arrangement.

He said the original Russian proposal was designed to bring countries together to discuss disputes, build trust and develop confidence-building measures.

Lavrov also pointed to the Mecca Agreement, backed by Saudi Arabia, Pakistan and Türkiye, describing it as a potential framework for collective security and defence.

He noted that the proposed structure could eventually include countries beyond the Gulf, mentioning Egypt and Algeria as possible participants.

According to Lavrov, allowing Iran to join such a framework would represent the most practical step toward the regional security concept Russia has promoted for years.

He also stressed that Russia would not seek a leading position in the proposed security arrangement.
